3/17/2011--Introduced. Community Alcohol Regulatory Effectiveness Act of 2011 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress to recognize and reaffirm that alcohol is different from other consumer products and that it should continue to be regulated by the states, and (2) prohibit states or territories from discriminating against out-of-state producers of alcoholic beverages in favor of in-state or in-territory producers unless such states or territories can demonstrate that that such discrimination advances a legitimate local purpose that cannot be adequately served by reasonable nondiscriminatory alternatives. Amends the Wilson Act to eliminate the requirement that a state or territory regulate all fermented, distilled, or other intoxicating liquors or liquids transported into such jurisdiction to the same extent and in the same manner as such liquors or liquids produced in such jurisdiction.
